Project Monitoring, Co-ordination and Evaluation (PMCE)<\/h2>\n
<\/div>\n\n

The Project Monitoring, Co-ordination and Evaluation (PMCE) Division<\/strong> functions as the institutional backbone for systematic planning, monitoring, evaluation, and co-ordination of Research & Development (R&D) programmes. The Division extends strategic and technical support to the Head\/Director in ensuring effective implementation, mid-course correction, and timely completion of research projects, technology transfer initiatives, capacity building & training (CBT) programmes, and extension communication programmes (ECPs).<\/p>\n

PMCE adopts a structured project management framework incorporating milestone-based monitoring, outcome evaluation, financial scrutiny, and compliance tracking to enhance institutional performance and accountability. It maintains continuous oversight of CSB-funded projects, externally funded projects, consultancy assignments, contract research, and contract service projects, ensuring alignment with national sericulture development priorities.<\/p>\n\n\n

Technical Functions<\/h3>\n\n

1. Strategic Planning & Documentation<\/h4>\n
    \n \t
  • Preparation of Annual Reports, Annual Action Plans, R&D Budget Proposals<\/strong>, and other statutory technical documents.<\/li>\n \t
  • Compilation and editing of R&D publications, Research Framework Documents (RFDs)<\/strong>, and institutional technical reports.<\/li>\n \t
  • Identification and prioritization of researchable problems across silkworm, host plant, and allied divisions in coordination with CO, CSB (Priority Setting Exercise).<\/li>\n<\/ul>\n\n

    2. Research Project Management<\/h4>\n
      \n \t
    • Scrutiny and technical vetting of Research Concept Notes, Detailed Project Proposals, and Project Files<\/strong>.<\/li>\n \t
    • Development and maintenance of dynamic project databases<\/strong> covering physical and financial progress indicators.<\/li>\n \t
    • Monitoring milestone achievements, deliverables, pilot studies, CBTs, and ECP outputs.<\/li>\n \t
    • Responding to scientific, technical, and financial audit queries<\/strong> related to ongoing and completed projects.<\/li>\n<\/ul>\n\n

      3. Research Governance & Review Mechanisms<\/h4>\n
        \n \t
      • Organization and coordination of:\n
          \n \t
        • Research Council (RC) Meetings<\/strong><\/li>\n \t
        • Seed Advisory Committee (RAC) Meetings<\/strong><\/li>\n \t
        • Periodical Review Meetings and Video Conferences<\/li>\n<\/ul>\n<\/li>\n \t
        • Preparation of Agenda Notes, Explanatory Notes, Minutes of Meetings, and Action Taken Reports (ATRs)<\/strong>.<\/li>\n \t
        • Logistical coordination including financial planning and scheduling.<\/li>\n<\/ul>\n\n

          4. Technology Transfer & Regulatory Coordination<\/h4>\n
            \n \t
          • Processing of Material Transfer Agreements (MTA)<\/strong> and Memorandum of Agreement\/Understanding (MoA\/MoU)<\/strong>.<\/li>\n \t
          • Coordination of silkworm breed and host plant varietal identification and release proposals<\/strong> through statutory committees such as:\n
              \n \t
            • Mulberry Varietal Authorization Committee<\/li>\n \t
            • Hybrid Authorization Committee<\/li>\n<\/ul>\n<\/li>\n \t
            • Correspondence regarding patenting, intellectual property protection, and commercialization<\/strong> of technologies and products evolved through institutional R&D.<\/li>\n<\/ul>\n\n

              5. Inter-Institutional & State Coordination<\/h4>\n
                \n \t
              • Liaison with Departments of Sericulture (DOS)<\/strong> of various states and other research organizations for technology dissemination and programme convergence.<\/li>\n \t
              • Dissemination of monthly\/quarterly progress reports and institutional updates to CO, CSB.<\/li>\n<\/ul>\n\n

                6. Data Management & Institutional Records<\/h4>\n
                  \n \t
                • Development and regular updating of institutional databases on:\n
                    \n \t
                  • Research Projects<\/li>\n \t
                  • Scientific Publications<\/li>\n \t
                  • Awards & Recognitions<\/li>\n \t
                  • Retired Scientists<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n

                    7. Administrative & Compliance Support<\/h4>\n
                      \n \t
                    • Coordination for issuance of No Due Certificates (NOC)<\/strong> to retiring\/transferred scientists concerning R&D projects and project staff (PA\/JRF\/SRF\/RA).<\/li>\n \t
                    • Facilitation of Seed Committee meetings and other statutory gatherings.<\/li>\n \t
                    • Assistance to the Competent Authority in policy, technical, and administrative matters related to R&D governance.<\/li>\n<\/ul>\n\n
